Policy change may not only entail existing ones, but also those policies being proposed of implemented. For example, NYC schools are providing birth control to students who are requesting the service in the school health clinic (Edelman & Fagen, 2012). This policy is not good for students because of some reasons. First, providing birth control pills and condoms to students who are under 18 years means endorsing sexual behavior among students. Therefore, this health policy will be encouraging immorality among students where sex is allowed provided it does not end up in pregnancy. Even though the local department provides these services, it will be doing so illegally because birth control services are meant for adults. There is, therefore, no justification for the policy to be implemented in school even though there is somewhere else where students can access such services (Guttmacher Institute, 2012). If money were not an issue for students, it would still remain unethical to have free birth control in a school environment.
